Overview
The Town of Rangeley (hereinafter the Town) requests proposals for Human Resources and Labor Relations Services as outlined below.
General Specifications
Labor Relations:
o Serve as negotiator for the Towns’ one existing bargaining unit;
o Represent the Town at all hearings necessary to complete the negotiations;
o Represent the Town at all hearings necessary to administer the contract;
o Meet with the Town to advise it of potential, pending, and concluded issues;
o Administer any employee contracts throughout the term of this Agreement, including on-site and remote assistance as requested;
o Represent the Town before the Maine Labor Relations Board, Human Rights Commission, Unemployment Compensation, and Worker’s Compensation Boards as requested;
o Represent the Town at grievance hearings, including arbitration and disciplinary hearings;
o Plan and conduct training workshops for the Town’s supervisors on contract administration and related matters;

Human Resources:
o Review and update the Town’s Personnel Policy Manual with regular progress updates to the Board of Selectmen through the Town Manager;
o Review and update all job descriptions with regular progress updates to Board of Selectmen through the Town Manager;
o Advise the Town of potential, pending, and concluded issues;
o Represent the Town before the Maine Labor Relations Board, Human Rights Commission, Unemployment Compensation, and Worker’s Compensation Boards as requested;
o Plan and conduct training workshops for Town’s supervisors on human resources and related matters;
o No less than 2 on site or electronic meeting visits per month for on-site human resources related matters;
o Administration of the Family Medical Leave Act for employees;
o Optional: Create and maintain an independent salary and benefits survey for 12 full-time non-union employees of the town prior to December 1, 2021. (Please provide proposed scope, methodology, and pricing separately and attach to the Response Form).
Term
The Town wishes to contract for these services beginning on July 1, 2021 and ending on June 30, 2022 with the option for a one-year extension until June 30, 2023.
Insurance
The successful consultant shall provide evidence of liability insurance and Worker’s Compensation insurance (as applicable).
Criteria for Evaluation
o Detailed approach provided in response to the RFP;
o Qualifications and experience of person(s) assigned to work directly and indirectly on the project;
o Demonstrated related experience and past record of performance;
o Guaranteed completion of work in a timely manner and within budget;
o Familiarity with conditions and requirements of the Town of Rangeley;
o Cost

Submissions
Sealed proposals are to be submitted to the Rangeley Town Office at 15 School Street, Rangeley Maine 04970, no later than 10:00 AM on Friday, May 21, 2021. Proposals must be submitted in a sealed envelope and clearly marked “LABOR RELATIONS AND HUMAN RESOURCES SERVICES PROPOSAL” on the outside. Proposals will be opened in public on Friday, May 21, 2021 at 10:00 AM local time at the Rangeley Town Office. Emailed or faxed submissions will be considered unresponsive. Questions regarding this RFP shall be emailed to Traci Lavoie, Assistant Town Manager, at , or by phone at 207-864-3326. Submissions must contain:
o A firm profile including history, size, and area of specialty;
o A list of most recent work completed for Maine communities with a short description of specific projects and timeframe;
o Names and contact information of at least two references;
